{"id":1281,"date":"2025-05-30T19:09:50","date_gmt":"2025-05-30T23:09:50","guid":{"rendered":"https:\/\/qrpascal.com\/?p=1281"},"modified":"2025-10-29T19:49:11","modified_gmt":"2025-10-29T23:49:11","slug":"introducing-the-global-coherence-index-gci","status":"publish","type":"post","link":"https:\/\/qrpascal.com\/index.php\/2025\/05\/30\/introducing-the-global-coherence-index-gci\/","title":{"rendered":"Introducing the Global Coherence Index (GCI)"},"content":{"rendered":"\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong><em>Read the GCI version 2.0 update here:<\/em><\/strong> <a href=\"https:\/\/doi.org\/10.5281\/zenodo.17410770\">https:\/\/doi.org\/10.5281\/zenodo.17410770<\/a> !<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\"><em>A New Framework for Measuring Alignment in a Fragmented World<\/em><br>By Quinn Riana Pascal (QRP513)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We\u2019re living in a time of layered dissonance: international institutions are mistrusted, wars are ongoing, and signals of collapse echo across semantic, political, and ecological systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to this, I\u2019ve just published the first version of a working paper introducing the&nbsp;<strong>Global Coherence Index (GCI)<\/strong>\u2014a proposed tool for tracking coherence across international systems.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is the GCI?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The GCI offers a framework for measuring&nbsp;semantic,&nbsp;institutional, and&nbsp;spatial&nbsp;coherence:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Semantic Coherence<\/em>&nbsp;asks:&nbsp;<em>Do our words and meanings align across contexts, cultures, and actors?<\/em><\/li>\n\n\n\n<li><em>Institutional Coherence<\/em>&nbsp;asks:&nbsp;<em>Do institutions act in ways that reflect shared values and legitimate governance?<\/em><\/li>\n\n\n\n<li><em>Spatial Coherence<\/em>&nbsp;asks:&nbsp;<em>Do actions, responsibilities, and realities align across geopolitical and abstract scales?<\/em><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The GCI draws from international relations theory, systems thinking, Constructivism, and spatial analysis. But it also gestures toward something new\u2014emergent diplomacy, where coherence becomes a proactive strategy for peace and repair.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why Now?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Too often, global security tools react to visible crises\u2014once the damage has already occurred.<br>The GCI asks:&nbsp;<em>What if we could see the patterns of incoherence before the eruption?<\/em><br>Instead of waiting for systems to break, we could begin tracking the breakdowns in meaning, legitimacy, and alignment that signal deeper instabilities.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What\u2019s Next?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This is <em>version&nbsp;1.0<\/em>. A first articulation.
